Congressman Fry supports NOAA withdrawal of whale protection rule change

Congressman Russell Fry has expressed approval of the National Oceanic and Atmospheric Administration's (NOAA) decision to withdraw proposed amendments to the North Atlantic Right Whale Vessel Strike Reduction Rule. Congressman Fry stated, "NOAA’s proposed changes to the North Atlantic Right Whale Vessel Strike Reduction Rule were a sham from the beginning."

The proposal, introduced in 2022 by President Biden’s NOAA, aimed to extend a mandatory 10-knot speed restriction to vessels measuring between 35 and 65 feet in length. Previously, this restriction applied only to certain vessels 65 feet or longer during specific times of the year.

Fry criticized the rule as an attempt to further a "far-left environmental agenda" and claimed it would have severely impacted industries crucial to coastal communities. He remarked that withdrawing these changes before the incoming Trump administration indicated they lacked justification.

In July 2024, Fry led a South Carolina GOP delegation in sending a letter to the Office of Management and Budget (OMB), arguing that the proposal was unfounded. The rule's implementation was believed to potentially harm South Carolina's boating and fishing sectors and have broader economic impacts on tourism, hospitality, consumer goods, dining, and tax revenue.

Additionally, Fry emphasized concerns about harbor pilots' safety if these changes were enacted. Harbor pilots are essential for maritime operations both within South Carolina and nationwide.
